The Support Broker collaborates with the participant, their family, and the Coordinator of Community Services (CCS) to develop a Self-Directed, Person-Centered Plan (PCP) and corresponding budget. Once the PCP is approved, the Support Broker provides ongoing support, mentoring, and coaching to the participant and, when applicable, their personal representative in fulfilling employer-related responsibilities.

These responsibilities may include:

  • Assisting with the recruitment, hiring, and retention of staff

  • Supporting the completion and submission of timesheets

  • Explaining and helping complete employer-related documentation

  • Guiding the participant in managing their self-directed budget

  • Identifying and sharing relevant resources

  • Facilitating communication with the CCS, Developmental Disabilities Administration (DDA), and Financial Management and Counseling Services (FMCS)

  • Helping the participant navigate disability services and advocate for service improvements

What kind of training is required of a Support Broker?

The Support Broker must complete a 17 module training, pass the review test and receive a certification of completion.  The certification needs to be updated every year.

What happens if I do not have a Support Broker?

Support Brokers are not always required for self-directed plans in Maryland, but they are mandatory in specific situations—especially when a paid staff person is also a relative, legal guardian, or representative payee. In my experience it makes a world of difference to have a qualified, experienced Support Broker on your team to help you make the best of your budget and programming, especially when you first start out in self directed services.

How is the Support Broker paid?

In Maryland’s self-directed services, the Support Broker is paid using the participant’s approved budget through Medicaid waiver funding. The payment is processed by the Financial Management and Counseling Service (FMCS) based on hours worked and rates authorized in the Person-Centered Plan (PCP)
